Burn a stand of Wyoming big sagebrush and it does not come back on your watch. A prescribed burn on eastern Oregon steppe, monitored from 2003 to 2018, produced an estimate of 115 years to return the shrub canopy to pre-burn cover — at the earliest.
That number sits underneath every sagebrush budget in the West. Grant cycles run three to five years. The shrub runs fifty to a hundred and twenty.
what sagebrush actually is
Sagebrush is a woody, aromatic shrub in the genus Artemisia. When people in the intermountain West say sagebrush they usually mean big sagebrush (Artemisia tridentata), the shrub that covers the basins from the Wyoming Basin through the Great Basin to eastern Oregon.
It is not scrub holding a place until something better arrives. It is the overstory of a living production system — shrub canopy, perennial bunchgrasses, forbs, and biological soil crust in the spaces between — that holds soil against wind, catches and holds snow, and carries forage through drought. A sagebrush steppe is living cover, not empty land waiting for a crop or a tree.
The reason the clock is long sits in the plant's biology, not in anyone's management. Big sagebrush does not resprout. Fire kills the plant outright, so every burned acre has to be re-founded from seed. Most of that seed falls within about ten feet of the parent plant, and the soil seed bank is short-lived — roughly a year, a few at the outside — with fire itself reducing the viable seed that was in the soil. Establishment is episodic: it happens in wet years, not on a schedule. Kill the parent plants across a large burn and there is little bank left and no near neighbor to reseed from.

There is no single number, and anyone who gives you one is selling something. There is a well-documented range, and the range is the useful fact.

Read the range, not the midpoint. Any single acre depends on elevation, soil temperature and moisture, fire severity, how much unburned shrub survived nearby, browsing pressure, and whether invasive annual grass got there first. Cool and moist recovers faster. Warm and dry may never recover into a form you would recognize.
One more distinction worth carrying into a meeting: recovery to pre-fire shrub cover is not the same measurement as recovery to structure a bird can use, and the second can arrive far sooner than the first. Across 16 burned Utah sites, Riginos and colleagues found that where pre-fire sagebrush cover had been above 10%, perennial grass cover exceeded the sage-grouse guideline and forb cover came close to it within a decade, while shrub cover was approaching 10% by six to ten years after the fire. Where pre-fire cover was already below 10%, the shrub stayed low even on seeded sites. Both facts are true at once: a healthy stand that burns is on a trajectory, and a degraded stand that burns usually is not.
The honest version for a board or a commission: sagebrush recovery is measured in decades to more than a century, and the site conditions that make recovery slow are the same conditions that make conversion likely.
three clocks steal the shrub
Fire. Sagebrush wildfires are stand-replacing because the plant is easily killed and does not sprout. Patchiness matters more than acreage — unburned islands inside a fire perimeter are the seed sources that decide whether the burn re-founds in decades or in centuries.
Cheatgrass. Invasive annual grass cures early and lays down a continuous bed of fine fuel, which shortens the interval between fires. Once the return interval is shorter than the shrub's establishment time, sagebrush cannot win the site no matter how good the seed year is. That is the whole mechanism, and it is the subject of its own post — cheatgrass is a fire cycle.
The Wyoming Game and Fish Department is running aerial cheatgrass treatments with federal partners including the Bureau of Land Management, six county weed and pest control districts, and private landowners, across Albany, Carbon, Lincoln, Natrona, Platte, and Sweetwater counties — mid-August through mid-September, and again in April and May of 2027. That is competent, unglamorous work on the fuel side of the problem. It also demonstrates the limit: killing the annual grass is not the same as having the shrub.
Juniper. Where conifers expand into the steppe, they take the water and the light before the shrubs and bunchgrasses get them, and sage-obligate birds avoid the vertical structure because raptors perch in it. In Central Oregon, the Crook County Soil and Water Conservation District is running a $3.5 million project — awarded through the National Fish and Wildlife Foundation — to hand-fell juniper with chainsaws across at least 9,000 acres near Hampton, plus roughly 4,500 acres of invasive annual grass treatment, fencing work, and grazing management changes.
What is notable is where they chose to cut. The district is targeting phase one and phase two encroachment, where sagebrush, bitterbrush, and native bunchgrasses are still alive under scattered trees — not phase three, where the understory is already gone. "We are targeting areas with low expansion of juniper and invasive annual grasses to keep the expansion at bay and keep these areas in good condition," said Rebecca Kelble, the district's local implementation team coordinator. On the wildlife side she is blunt about the clock: "It can take a decade or more before you start to see population-level change."
Juniper advanced into the steppe partly because the fires that once held it back stopped arriving, and that is what makes this hard: historical fire intervals across the biome ran from decades to centuries, and the interval that was native to a site is the interval you are managing against. In cooler, moister mountain big sagebrush, a fire every few decades is part of how the system worked; in warm, dry Wyoming big sagebrush, which carries less fine fuel and burned less often, the same fire is a century-scale loss. The site decides which clock you are protecting, which is why a treatment plan written at the state level and a treatment plan written at the pasture level are not the same document.
None of this makes fire simply bad for everything, and any rancher will tell you so. In that eastern Oregon study, herbaceous yield on the burned unit ran about double the unburned control for most of sixteen years. Burning a Wyoming big sagebrush stand trades shrub cover and structure for grass and forbs — real forage for livestock and big game, which is why "just don't burn" is not a management plan. The trade is honest. What it costs is the side of the ledger that takes a century to buy back.
sage-grouse is one dependent, not the whole worth
Greater sage-grouse are the reason most people have heard of sagebrush. They need roughly 10–30% shrub canopy cover, more than 10% perennial grass cover, and more than 5% perennial forb cover to complete their life history — which makes them a good indicator of shrub structure and a poor summary of it.
The sagebrush biome supports more than 350 species of conservation concern. Mule deer and pronghorn depend on the shrub as winter forage when nothing green is left. The perennial understory and soil crust hold sediment out of the air and out of downstream water. The stand moderates how the next fire behaves. Hang the whole case on one bird and the case becomes reversible by a single listing decision. It should not be.
Sagebrush is also a cultural and medicinal plant for intermountain peoples, used long before it was a habitat metric and regardless of whether it is one. And tribal range and fire programs already steward sagebrush at scale — the Wind River Reservation sits inside the Wyoming Basin, and Fort Hall and Duck Valley hold ground in and around the Snake–Columbia shrub steppe — nations that speak for that work themselves, and that belong at the top of any honest list of who is already holding this shrub.
Price the flows if it helps you make the decision — forage, erosion control, risk resilience, habitat, water. Just hold the frame straight: valuation is a bridge to funding the living cover. It is never the worth of the cover.

Notice that only one row puts a shrub on the ground now. Seeding practice does matter — drill delivery beats aerial broadcast, fall beats winter, and higher seeding rates beat the conservative rates that were standard for years — but the binding constraint is weather, and no procurement schedule negotiates with weather.
protection and restoration are different trades
The U.S. Geological Survey's Sagebrush Conservation Design put hard numbers on the asymmetry. Across the biome, an average of 1.3 million acres per year were lost or degraded from 2001 to 2020, an annual rate of about −1.34%. Roughly 73% of the documented threats inside the highest-integrity core areas and the growth opportunity areas around them are ecosystem-function problems — invasive annual grass, conifer expansion — rather than point-source development like a well pad or a subdivision. As of 2020 only 33.4 million acres qualified as core sagebrush areas.
The design's answer was to defend the core first and grow outward, rather than starting with the worst ground. That reverses how most conservation money is appropriated, and it is correct for a plant with this clock.
The cheapest sagebrush is the stand that has not burned yet. Restoration is a bet on weather, seed, and a century. Protection is a purchase you can complete this year.
who funds the stand that is still standing
Everyone in sagebrush country already pays for the failure. Ranchers pay in destocked allotments and bought hay after a range fire. Counties and states pay for suppression, then for spray, then for spray again. Wildlife agencies pay in mule deer and pronghorn numbers. Landowners pay in dust, lost winter forage, and, increasingly, in what an insurer will write on a wildfire-exposed parcel.
Almost nobody pays for the intact stand. There is no line item for a shrub that did not burn.
That is the gap ensurance exists to close. Instead of buying a receipt for work performed, a beneficiary funds the condition of a named place, now, while the cover is still there — assessed, priced, and routed to the people holding that ground. A certificate is the instrument: it funds a specific named place rather than a pool, and it is not title to the ground — the owner still owns the ranch, the tribe still holds the reservation, the agency still administers the allotment.
