The fishery manager calls it a closed season. The biologist calls it an empty redd. A tribal fishery calls it a year without First Foods. Those are three names for the same receipt: the water got too fast, too warm, and too straight, so the fish does not come home.
Salmon recovery is the phrase people type when they want that run back. NOAA Fisheries already defined the destination: restore listed salmon until they are viable, a functional part of their ecosystems, and no longer need Endangered Species Act protection — self-sustaining in the wild, not dependent on a hatchery truck. You can meet a count on a spreadsheet and still be missing the riverscape that makes the next year.
salmon recovery is not a number
A salmon run is a living fish moving through a living riverscape — cold, slow, connected water from gravel to ocean and back. Recovery, in NOAA's words, is getting that run to the point where the listing is no longer needed. The count can be real. It is still not the riverscape.
Hatchery managers, fish-passage crews, and NOAA recovery biologists are doing something useful. A county that already funds culverts is not the villain. A rancher whose floodplain is the rearing water is not a problem to be solved from a desk. Some of these fish are already a right, a food, and a relative — not a stakeholder line item.
The trap is the object held. A higher release, a new ladder, even a dam that came down, can still leave you looking at a channelized ditch with nowhere for a juvenile to live. Recovery of counts without a riverscape is a spreadsheet.
why the fish is missing
Habitat loss and degradation are the biggest remaining drivers of Pacific salmon and steelhead decline. NOAA has said that plainly. Floodplains filled, rivers dredged and straightened, streamside forests cut, passage blocked, water warmed. Harvest was historically excessive; it is not the main remaining lever. Hatcheries can keep a lineage from blinking out; they cannot replace slow water. Climate loads more heat and drought onto a riverscape that was already simplified.
NOAA Fisheries lists 28 population groups of salmon and steelhead on the West Coast as threatened or endangered. That is a listing inventory, not a census of fish. Do not treat it as one. Alaska runs and some unlisted stocks are a different ledger. This page is about the listed West Coast groups, and about any run whose water got too fast, too warm, and too straight.
The invoice is already being paid: lost treaty harvest, closed recreational seasons, trucked fish, hatchery budgets, emergency trap-and-haul, flood damage where the floodplain was leveed. You do not need a dollar figure on the salmon to see the receipt. The fish is not worth a landing. The landing is one of the bills the missing riverscape already writes.
what a juvenile needs
Fry do not need a slogan. They need slow, cold, complex water — pools and wood in summer; side channels, alcoves, ponds, and connected floodplain in winter; enough depth and cover that a high flow does not flush them and a drought does not cook them. Coho, especially, spend an extra year in that water. Chinook use floodplains too. The types table lives in a sibling post. The rule here is the same for all of them: a straightened, warmed, disconnected channel is not habitat.
Off-channel water is not a wetland essay. A floodplain that still floods is a wetland cousin — a different stock, same physics of slow water. The green ribbon that doesn't burn is a different job: moisture as firebreak. Beaver-dam analogues appear here as slow water that rears juveniles, not as a wet fireline; that door is beavers and wildfire. Marine-derived nutrients on the spawn already have a home: the fish that fertilizes forests. This page owns the living run and the riverscape it needs.
The estuary is one room of the house — what estuaries actually are. A salmon still has to survive the creek that gets it there.

A hatchery can keep a lineage from going extinct. Opening a river can be the right first move. Reconnecting a floodplain is how juveniles get a place to live. None of those is the riverscape unless the water stays cold, slow, and connected after the ribbon-cutting. Dam removal is not recovery; that honesty has its own post. A hatchery fish is not a salmon run either.
three places the water came back
Illustrations, not the argument. The evergreen fact is that juveniles need slow, cold, complex water. When that water is put back, some runs use it.
Scott Valley, California. NOAA Fisheries researchers and the Scott River Watershed Council sank beaver-dam analogues — wooden posts woven with willow — across Sugar Creek and later French Creek. The structures slowed the flow the way a beaver dam does. A 2026 paper in Frontiers in Ecology and Evolution, highlighted by NOAA on September 9, 2026, found juvenile Coho survival on French Creek averaged about 8 percent before restoration and about 60 percent after; restored Sugar Creek averaged about 55 percent. The authors estimated habitat capacity for about 8,500 juveniles in the restored reaches — a capacity figure, not a head count. Neighboring unrestored creeks collapsed in the same drought. That is not a claim that posts replace beaver, or that every creek will print the same percentages. It is evidence that slow water is the object.
Klamath floodplain. Two years after the last Klamath dam came down, NOAA awarded California Trout $5.4 million to reconnect floodplain habitat for Coho along the Klamath — part of a $103 million round across 16 fisheries-habitat projects (NOAA Fisheries, 2026). Adult Chinook had already pushed upstream past the old dam sites. Coho still need the side channels. Access is not habitat. The coalition that took the dams down is not the problem. The missing floodplain is.
Nehalem, Oregon. In September 2026 the Lower Nehalem Community Trust breached three perimeter dikes at McCoy Marsh, north of Wheeler, and excavated about 1,465 feet of tidal channel so nine acres could take the tide again after nearly a century. The marsh is rearing water for Coho and Chinook as they move between river and ocean. A small piece of a larger estuary. Same rule: put the slow water back.
On the Scott, adult coho returns rose on the restored creeks in the same drought that emptied neighboring streams (Pollock, Munsch, Yokel et al., 2026). That is not a West Coast census. It is why the missing riverscape is the job, not a poster.

The closed season is the receipt. The empty redd is the receipt. Fund the condition that still makes the fish.
The riverscape exists whether or not anyone buys a certificate. ensurance is how beneficiaries — a tribal fishery, a county already paying for culverts, a land trust holding the marsh — fund that condition on a named place, as a present-tense asset, without pretending a hatchery truck or a removed dam is the run.
If you steward the floodplain, start at land-stewards. The estuary and the wet ribbon are cousins, not this job: what wetlands actually are. If you need the fish defined first, start at what salmon actually are. Syndicates come later.
