Most people meet a wetland as a nuisance: the back corner of the parcel that won't drain, the spot where the mower sinks, the line on a survey that turns a six-week approval into an eight-month one. That framing is exactly backwards. A wetland is working hydrologic infrastructure that installed itself, runs on rain, river, and groundwater, carries no operating budget, and appears on nobody's capital plan — right up until it is gone and the same job has to be paid for in concrete.
This post is the definition. What a wetland is, what it physically does, why a credit and a leftover swamp and a treatment plant are not the same object, and where the door is once you can see the difference.
what a wetland actually is
A wetland is land where water sits at or near the surface long enough, often enough, to change everything about it — the soil, the plants, and what the ground does with the next storm.
Wetland scientists do not test for wetness alone. They test for three things at once, and in the United States all three generally have to be present:
- wetland hydrology — saturation or inundation for a meaningful part of the growing season, not just after a thunderstorm
- hydric soils — soil that formed under those saturated, low-oxygen conditions and carries the evidence in its color and chemistry
- hydrophytic vegetation — plants adapted to live with their roots in water-logged ground
That three-part test is the spine of the U.S. Army Corps of Engineers 1987 delineation manual (and its regional supplements), and it is why a wet spot and a wetland are two different claims. The test says whether the ground is a wetland. Whether federal law still reaches it is a separate question — Sackett v. EPA (2023) narrowed Clean Water Act jurisdiction and left many prairie potholes and playas to state programs and to whoever chooses to pay. The international treaty definition is wider: the Ramsar Convention covers marsh, fen, peatland, and water — natural or artificial, permanent or temporary, static or flowing, fresh, brackish, or salt.
Strip the definitions away and what remains is a physical job. Saturated ground and dense rooted vegetation spread water out, hold it on the surface, and slow it with stems and roots. Water that arrives in an hour leaves over days or weeks, some of it downward into the ground, some of it back to the air through plants, some of it into the channel long after the peak has passed. On the way through, sediment settles out and microbes send nitrogen back to the air and sediments bind the phosphorus riding along with it. Fish spawn there. Birds refuel there. None of that is scenery; all of it is the same mechanism.
Drain it, fill it, tile it, or berm the river away from it, and the water does not disappear. It moves — faster, higher, and to whoever is downstream.
a leftover, a basin, a credit, and a wetland are four different objects
Conflating them is the most expensive habit in this field, because three of the four are ways of accounting for the fourth.

None of the first three rows is a villain. A detention basin is often the only honest option on a built-out block. A treatment plant does work no marsh can do at municipal scale. A mitigation credit is sometimes the reason a wet acre gets restored at all, and plenty of banks and in-lieu-fee programs put real hydrology back on real ground.
The point is narrower than a complaint: only the bottom row is the acre that holds the water. The other three are how we substitute for it, account for it, or permit its removal. Whether a balanced ledger equals a wet floodplain is no net loss is not a wet acre. Whether a unit equals an acre is a wetland credit is not a wetland.
The wetland exists whether or not anyone buys a certificate. It was storing water before the delineation, before the permit, before the deed, and it will keep doing it as long as the water stays. Ensurance is how a beneficiary funds that wet condition on a named place — a certificate is an instrument tied to a named place or a named stock rather than a fungible unit of compensation. It is not the wetland. A price on the condition is a bridge to a decision, never a statement of what the wetland is worth.
the types differ. the wetness is the job.
"Wetland" is a category, not a landscape. What you actually walk into has a name:
- marsh — herbaceous. Cattail, bulrush, sedge, standing water for much of the year, no canopy.
- swamp — wooded. Cypress, tupelo, willow, ash; a forest with its feet in the water.
- wet meadow — saturated soil without much standing water, grasses and sedges, common on river terraces and in mountain headwaters where it holds snowmelt back into late summer.
- prairie pothole — a glacial depression holding a closed-basin pond in the northern plains, clustered densely enough that the region is known as North America's duck factory.
- playa — a clay-lined ephemeral basin on the Southern High Plains, dry for long stretches and full after rain, where the water that collects gets a chance to soak in.
A peatland is a wetland type as well — one where waterlogged ground has been banking carbon for thousands of years, which makes its bill a carbon and fire bill rather than a flood and filter bill. That is a different series: what peatlands actually are. Coastal salt marsh and mangrove are wetlands too, and a different stock again. Type matters because it tells you where the water comes from, and that decides what keeping the place wet actually requires. Rain, river flood, snowmelt, and groundwater are four different plumbing problems.
we drained most of them on purpose
The Swamp Land Acts of 1849, 1850, and 1860 transferred federal "swamp and overflowed" lands to the states on the condition they be reclaimed. A century of ditching, tiling, levee building, and channelization followed, much of it with public money and public technical assistance. It worked. The lower 48 states have lost more than half the wetland acreage they held in the 1780s (U.S. Fish & Wildlife Service).
That is not a story with villains in it. Draining wet ground was policy, it was good farming under the rules of the day, and the producer who inherited a tile system inherited someone else's engineering decision along with the mortgage. Section 404 of the Clean Water Act and the 1985 Swampbuster provisions changed the rules going forward; the acres already drained did not come back on their own.
What did not change is where the bill lands. The water still arrives; it just arrives somewhere else, on someone else's ledger, as a claim file or a treatment upgrade or a flood wall. That handoff is you don't have a flood problem. you have a missing wetland. If what you want is the return math on putting a wet acre back, the most valuable acre in America is a wet one already runs it.
the door is "keep it wet"
Once you can see a wetland as capacity held up by a water table, the question gets smaller and far more answerable. It stops being how do we protect wetlands? — vast, and funded one grant cycle at a time — and becomes who is paying to keep the water on this piece of ground this year?
Most of the machinery already exists. The Corps permits what federal law still reaches; some states cover more. The EPA funds, the Natural Resources Conservation Service works with producers, land trusts hold easements, Tribal environmental programs run their own wetland work, and drainage districts manage the water table in the other direction. Easements pay once for a condition held forever, and appropriations pay in cycles. What is usually missing is a payor for the condition this year, and for the acres those programs never reach.
