mangroves, seagrass, and salt marsh are not the same coast

tree, meadow, or grass — same rule: keep the tide on the living edge

A seagrass meadow is not a mangrove with shorter stems.

It is a flowering plant living in salt water, holding sediment with its roots, growing a nursery in its blades, and burying carbon in wet soil. Plant a tree where the meadow belongs and you get a tree in the wrong water. Fill the meadow for a marina and you get a slip with no fish. The type is not decoration. It is which tide you still have.

This post is for land stewards, coastal program staff, and estuary partnerships. One grant line that says "coastal habitat" can fund three different plants in three different waters. Get the type wrong and the money does competent work on the wrong coast.

what seagrass meadows actually are

Seagrass meadows are beds of rooted, flowering plants that grow in brackish or marine water, rooted in sediment, usually submerged when the tide is in. NOAA: flowering plants in salty marine environments. IPCC 2013: a coastal wetland vegetated by seagrass species. They are not algae, seaweed, or a marsh that happens to be wetter. A seagrass meadow is the underwater edge of the coast that still works.

NOAA Fisheries: animal abundance in grassbeds runs 10–100 times that of nearby sandy seafloor, and a single acre of seagrass can support on the order of 40,000 fish. Those are landings a port already counts on. It is not a price on the meadow.

The job is the same job an estuary, a mangrove, and a salt marsh do on their own terms: keep the tide on living plants and wet soil long enough to make a nursery, a surge buffer, and a carbon store. The plants change. The tide is the job.

A salt marsh is a wetland type — inland marshes, swamps, and potholes run on fresh water without a tide, and they already have their own cut.

the five you will actually meet

"Coastal habitat" is a category, not a landscape. What you actually walk, boat, or plant into has a name:

Mangroves, seagrass, and salt marsh are not the same coast. Type differs. The tide is the job.

tree, meadow, or grass is the easy half

Vegetation is the visible proxy for depth, salt, and how long the tide stays. Mangrove trees hold ground that floods and drains. Cordgrass and pickleweed hold the intertidal flat. Eelgrass, turtlegrass, shoalgrass hold the bottom that never fully dries. A mangrove and a seagrass meadow a mile apart on the same estuary are recording different positions in the tide, not a disagreement about whether they are coastal.

The estuary is the room they share: the mixing zone where river and ocean still meet. It is not leftover harbor. It is the coast that still works.

The oyster reef is the optional fifth because it is not a plant, and people still put it in the same grant. NOAA treats it as a living element that can keep land-water continuity. Whether the permit actually kept the tide is a living shoreline is not a seawall with plants.

the ones people get wrong

Seagrass is not kelp. Kelp is a seaweed. NOAA leaves it out of coastal-wetland carbon accounts because most of what it captures drifts; seagrass meadows bury carbon in their own soils.

A mangrove is not a salt marsh with trees, even when the IPCC files both as coastal wetlands. They can share an estuary, zoned by flooding. The restoration still has to match the water. A salt marsh is not an inland marsh: cattail on a freshwater floodplain and cordgrass on a tidal flat are both "marsh" in ordinary speech. Only one needs the tide. An estuary is not leftover mud behind a seawall. Fill and a view corridor can leave you holding shoreline without holding the mixing.

Coral reefs are not rows in this table. They are a different marine stock; when reef risk is the question, see a payout is not a reef.

naming the type is the first move of any plan

The type tells you which water went missing, and that determines whose hands the fix runs through.

Get this wrong and the money goes to the wrong verb. Planting cordgrass in a pond that never sees the tide does not make a salt marsh. Planting mangrove on a hardened bank does not make a mangrove coast. Seeding seagrass into water too dark to grow does not make a meadow.

Get it right and the verb matches the water.

On San Francisco Bay, the South Bay Salt Pond Restoration Project — Coastal Conservancy, U.S. Fish and Wildlife Service, Ducks Unlimited — breached 435-acre Mountain View Pond A2W back to the Bay in 2026, about $20 million of construction on the Don Edwards refuge. Salt-marsh fix: let the tide back onto a former salt pond. Cousin public work, not our product.

On Humboldt County's Eel River, the Russ Creek and Centerville Slough project is reconnecting about 500–550 acres of tide inside a ~1,480-acre area west of Ferndale (construction underway 2026). Estuary fix: the mixing put back.

On Ghana's Ada and Anloga coast, an Adaptation Fund project had planted ~111 hectares of mangrove by 2026 toward a 200-hectare target. Planting is real. A planted hectare is still not a living mangrove coast until the tide and the soil can hold it.

A credit issued against any of those acres can be a real receipt and still not be the shore. That honesty is a blue-carbon credit is not a living shore.

what you can actually hold

A finished restoration is a past-tense fact. A living edge is a present-tense one, and it stays living only as long as someone keeps paying attention to the tide that feeds it.

That is the gap ensurance works in. An agent stands for a specific place or stock; a certificate funds that agent directly; a coin funds the category rather than the parcel. Downstream of a working shore — city, port, fishery, coastal program — can pay for the tidal condition instead of the failure.

Live doors: coastal-systems.ensurance for the stock, seagrass.syndicate and mangrove.syndicate for the types. Volumes are small. We would rather say so than imply a market that is not there.

The seagrass meadow, the mangrove, and the salt marsh exist whether or not anyone buys a certificate. Naming the type is how the money finds the right tide.
