four names, one unpaid system

green, natural, nature-based, living — who says which, and why the invoice never arrives

Put the same wetland in front of four procurement teams. One calls it green infrastructure. Another calls it natural infrastructure. A third calls it nature-based infrastructure. The fourth calls it living infrastructure.

The ecology has not changed. The room, budget, and reason for buying have.

Green, natural, nature-based, and living infrastructure are not exact synonyms. They are procurement dialects for overlapping parts of the same living system. Learning the dialect matters because a project described in the wrong language can miss the budget that could pay for it.

Two of these terms are not just dialects, though. One is written into U.S. law. One has a definition agreed by the world's governments. Knowing which two changes how you use all nine.

The table is a translation aid, not a standards hierarchy. Agencies and markets overlap, local definitions vary, and a single project can correctly appear under several rows.

the names that are not procurement terms

Every row above is an institutional term. That is the limit of this map, and it is worth saying out loud.

Many of the people who have kept these systems working longest do not call them infrastructure at all. Indigenous and local land relationships are more often described through kinship, responsibility, and reciprocal obligation. A river you are accountable to, not an asset you operate. Those frameworks came first. They are not translations of the words in the table, and they do not need the table's permission to be correct.

We use the institutional dialects here because those are the words budgets answer to. That is a fact about how public money moves, not a ranking of whose understanding is truer. Where a project sits on Indigenous or community land, the naming belongs to the people whose land it is, and the terms above are the ones that have to translate.

green infrastructure

Green infrastructure is the only phrase on this list with a U.S. statutory definition. The Water Infrastructure Improvement Act of 2019 wrote it into the Clean Water Act as "the range of measures that use plant or soil systems, permeable pavement or other permeable surfaces or substrates, stormwater harvest and reuse, or landscaping to store, infiltrate, or evapotranspirate stormwater and reduce flows to sewer systems or to surface waters" (33 U.S.C. § 1362(27)). In plain terms: catch the rain, soak it in, keep it out of the sewer. The same law tells EPA to promote green infrastructure in permitting and enforcement.

Read the definition again and notice what is missing. It is about stormwater. Only stormwater. Meanwhile most city plans use "green infrastructure" for trees, parks, wetlands, corridors, and public space as well.

That gap is not a word game. It is a budget line. The wide meaning wins the plan. The narrow meaning wins the permit, the consent decree, and the grant. Pitch a project on the wide definition, fund it through the narrow one, and you get money for the basin and nothing for the canopy. green stormwater infrastructure

Green stormwater infrastructure, usually shortened to GSI, is the narrower buying dialect inside green infrastructure — and the one that lines up almost exactly with the statutory definition above. Utilities and stormwater permit teams use it when the job is explicit: manage runoff by soaking it in, storing it, filtering it, releasing it back to the air through plants and soil, or reusing it. GSI is useful in a request for proposals because it tells bidders which water problem must be solved. It turns misleading the moment a planted installation counts as finished. Inspection, soil care, replanting, and sediment removal are the actual job, and they are the lines that go unfunded.

natural infrastructure

Natural infrastructure usually points first to the landscape already doing the work: a source watershed filtering water, a floodplain storing a river, a dune reducing wave energy, or a forest holding a slope. The U.S. Army Corps of Engineers, water utilities, and public infrastructure programs like the phrase for a reason. It puts those functions beside engineered assets without claiming the two are identical. Nature-based infrastructure is the investment and development-bank dialect. It narrows the broad family of nature-based solutions down to the ones expected to do a real infrastructure job. Those are the ones that have to survive appraisal, procurement, and financing. That framing is useful. But a category name does not create a payment stream. An investor still needs a payor, terms, evidence, and an accountable operator. The capital problem belongs in the natural infrastructure consensus trap, not in another definition.

nature-based solutions

Nature-based solutions, or NBS, is the broadest term here — and, awkwardly for a piece about dialects, the most formally defined. In March 2022 the UN Environment Assembly adopted Resolution 5/5, which decided that nature-based solutions are "actions to protect, conserve, restore, sustainably use and manage natural or modified terrestrial, freshwater, coastal and marine ecosystems which address social, economic and environmental challenges effectively and adaptively, while simultaneously providing human well-being, ecosystem services, resilience and biodiversity benefits."

The resolution says plainly why it exists: governments were worried the term was being misused. That is the same worry driving this post, settled by treaty language four years ago. The Global Standard for NbS, published in 2020 by the International Union for Conservation of Nature (IUCN), turns that definition into a test. It sets out eight criteria and 28 indicators. They cover biodiversity gain, inclusive governance, economic viability, and honest accounting of trade-offs.

So when someone says NBS, ask which NBS. If the answer is Resolution 5/5 and the IUCN criteria, there is a real bar to clear. If the answer is a brochure, there is not.

Note what neither the resolution nor the standard does: it does not turn an NBS project into infrastructure. Some nature-based solutions carry a load-bearing service for a named asset owner. Many produce real ecological and social value without doing that, and should not be booked as infrastructure. living infrastructure

Living infrastructure names the operating truth the other labels can hide. A wetland, forest, canopy, or soil system changes, adapts, recruits, competes, matures, and can die. Treating it as an asset therefore means funding observation, care, repair, and succession — not only installation.

It is also further along in practice than it sounds. New York City's Comptroller published a report titled New York City's Living Infrastructure. It valued the city's street and park trees at $120.6 million a year in services. Then it showed the trap: planting sits in the capital budget, and care sits in an operating line with no dedicated revenue. On the other side of the world, the ACT Government's Canberra's Living Infrastructure Plan set targets of 30% tree canopy and 30% permeable surface across the city by 2045. Tree-shade requirements now sit in territory planning rules.

Gray infrastructure depreciates on a maintenance and replacement schedule you can forecast. Living infrastructure does not follow that curve in either direction. Cared for, a young canopy or a restored wetland can deliver more in year thirty than in year one. Neglected, it does not fade politely either. Basins silt up. Invasive species take over. Soils compact. A system can flip into a state that costs far more to recover than it would have cost to maintain. "Living" describes an operating model, not a promise of free upkeep. ecological infrastructure

Ecological infrastructure is common where the ecological network itself is the planning unit. SANBI and water-security practitioners in South Africa use it for catchments, rivers, wetlands, soils, and habitat connections. What matters is their condition, because that is what holds up people and economies across a region. The phrase keeps ecological function in view. That is valuable when an infrastructure frame would otherwise shrink a living system down to one service. blue-green infrastructure

Blue-green infrastructure is a UK and European planning dialect that makes water visible inside urban greening. Blue covers rivers, canals, ponds, drainage, and water storage. Green covers vegetation, soils, parks, and habitat. Planning them together prevents a familiar split: one department handles drainage, another handles public space, and the same corridor is doing both jobs.

engineering with nature

Engineering With Nature (EWN) is not a generic synonym. It is a named U.S. Army Corps of Engineers initiative and body of practice. Use the name when you mean that work; use natural infrastructure or another general term for the wider category. EWN is especially useful to teams combining natural processes with conventional engineering rather than forcing an all-gray or all-natural choice.

a short glossary for the terms people mix up

Nature as infrastructure is a general term for viewing some functions of nature through an infrastructure lens. Nobody owns it, and no single organization coined it. Use it when the framing helps a decision-maker recognize a real dependency. Do not use it to imply that nature's worth is limited to the service a balance sheet can price. The investor-side version of that framing sits in nature as infrastructure and the search for non-correlated yield.

Green infrastructure versus nature-based solutions: in U.S. federal law, green infrastructure is a stormwater term and NBS is not defined at all; internationally, NBS has an agreed definition and green infrastructure does not. Neither one is a clean subset of the other. Define the job rather than arguing over the diagram.

Natural infrastructure versus nature-based infrastructure: natural infrastructure often starts with an existing or restored system performing a function. Nature-based infrastructure often starts with a solution being framed for infrastructure appraisal and investment. In practice, the same wetland can be both.

why the invoice never arrives

The language problem is not that institutions have too many words. The problem is that each word tends to arrive with a partial budget.

In the U.S., a stormwater utility can pay for runoff control through its rate base or the Clean Water State Revolving Fund. A parks department can pay for trees out of operating budget. A state agency can pass through Clean Water Act § 319 money for nonpoint source pollution. A hazard mitigation office can chase FEMA's Hazard Mitigation Grant Program. That money wants a declared disaster and a benefit-cost ratio. A water utility can borrow through WIFIA, the federal water infrastructure loan program, for a source-water project. An infrastructure investor can underwrite a vehicle if there is a contracted payor. A corporation can fund a site commitment, but usually only where the dependency already shows up in its own supply chain, water permit, or insurance renewal.

Seven payors. Seven sets of eligibility rules. Seven clocks. Meanwhile the wetland or watershed crosses every boundary and belongs completely to none of those line items. The specific program names change by country; the pattern does not. Wherever you are, the dialects sort themselves by who holds the budget and what rules that budget answers to.

That is why these terms are not interchangeable even when they point to the same ecology. The ecology overlaps; the authority to spend does not. Different dialects reveal different payors, procurement rules, evidence standards, and time horizons.

The practical move is not to choose one winning word. Start with the dependency. Name the system that performs it. Identify who pays when it fails. Then use the dialect that lets those beneficiaries fund the whole living function, including ongoing care.

One limit keeps this honest: not every living system needs to become an infrastructure asset. The frame is strongest where a function is load-bearing, hard to substitute, and costly or irreversible to lose. Price can make that dependency legible to capital, but the price is a bridge, not the measure of the system's intrinsic worth.

No dialect supplies the last step on its own: a way to hold the whole function instead of the slice one budget recognizes. That is what ensurance is built for. Ecosystems are accounted for as stocks, and the services they produce as flows. Proceeds route to the accounts doing the care, not to whichever line item happened to have room.
