All three can be legitimate. Some corridors need another lane. Some cuts need a wall. Quieter pavement is a source job, not a character flaw. The failure mode is holding the first two and calling the living service restored.

Those numbers are design floors, not a U.S. noise standard and not a promise that 15 m of anything equals a barrier. Measured reduction typically sits in a 2–10 dB band depending on width, density, evergreen cover, and whether the belt is actually closed. Peng and colleagues, in the same Transport Scotland review, found only about 2–3 dB through 10–20 m of trees relative to a standard road-noise calculation. That is the honest small end. Gaps, winter leaf-off, and a missing understory push you toward zero.
If the belt is shallower than the floor, smaller than the floor, or turf instead of trees, you should not be surprised when the bedroom still files.
Do not read a dollar figure onto the quiet. dB and metres are a bridge. They are not the worth of the night.

The street got louder because the path opened.
More volume and more speed are real. So is more reflective ground: extra lane, extra parking, extra wall facing a bedroom that used to look at leaves.
