Riachuelo sanitation is a bill with a name on it.

If you live along the southern edge of Buenos Aires, the Matanza-Riachuelo is the boundary the neighborhood is built against. Sewage in that river is the injury. Moving it into a collector, a plant, and an outfall is the job. Agua y Saneamientos Argentinos, AySA, already runs that job. The system is in testing.

The water in the glass is the Río de la Plata. Intake towers take it, and surface plants treat it. The city depends on that estuary staying treatable. The people in the basin depend on the southern river the city's sewage has used. Same shore, two dependencies. AySA sits on both. ACUMAR holds the mandate for the basin.

## riachuelo sanitation is the bill already on the table

AySA is the water and sewer company for the Ciudad Autónoma de Buenos Aires and the partidos inside its concession, read with the AMBA. The Province is a wider map. This account is the concession, and the basin along its southern side.

The company's numbers page, in 2023 sustainability figures, puts the concession at 3,363.51 km² and 15,103,199 people. Potable service reaches 11,351,535 of them. Sewer service reaches 9,497,481. Average treated water that year was 6,219,234 m³/day. Sewage treated, across the concession, was 1,720,152 m³/day. Well water is 13% of production. Surface water from the Plata is the main share.

Drinking water comes from the Plata through intake towers and three surface plants. AySA names two: General San Martín and Juan Manuel de Rosas. A third plant is implied by the count of three. Its name is not on the page this series uses. The city sits on the western shore of an estuary, a river meeting the sea.

The Río de la Plata, the towers that take its water, and the Matanza-Riachuelo along the southern edge are there whether or not anyone holds a certificate. The river is the living thing.

## who depends on the same shore

The main stem runs 64 km, southwest to northeast, and discharges into the Plata. ACUMAR's characteristics page puts the basin at about 2,047 km² and the population at 4,703,058 people, Census 2022 definitive results. The authority's documentary center still says about 2,200 km² and about 6 million people. This series uses the characteristics figures.

Fourteen partidos of the Province sit in the basin, plus parts of the city. If you live there, the river is the boundary and the water the streets drain toward. If you pay an AySA bill anywhere in the concession, the tap depends on the estuary that river enters. The works need the stem to keep functioning as a river while the pipes take the sewage.

Costanera Sur, the urban wetland on the estuary shore, is the city's ordinary contact with that water. It is not the sanitation account, and nothing here prices it.

## aysa is the one already paying

AySA's April 2025 results note puts 2024 service revenue at ARS 907,353 million, up from ARS 519,378 million in 2023. The operating surplus in 2024 was the first since 2007. The same note says the tariff covered ordinary operating costs and maintenance capital spending. The figures stay in pesos, for the whole company. They are not a price on the river.

The Ley de Bases declares AySA subject to privatization, and the company began a reorganization. The concession still sits with AySA: plants on the estuary, Riachuelo system on the southern river.

That system is the collector, the treatment plant, and the outfall. An August 2025 World Bank paper on program P105680 says the works are in testing, and that the testing already reduces overflows. It does not describe a finished outfall. A World Bank loan is the program behind those works. The partnership below is not a share of that loan, and it is not sized to it.

The World Bank has called the tannery sector a major industrial source on this river. The 2025 paper said operation of the industrial plant still required tannery relocation, and that the relocation would take years. The tanneries are a load the basin still carries. The pipes in testing are the sewage job. Moving that industrial load still takes years.

## the court handed execution back

Law 26.168 created ACUMAR, the Autoridad de Cuenca Matanza Riachuelo, as the authority of the Nation, the Province, and the City. ACUMAR leads the Plan Integral de Saneamiento Ambiental, PISA. The 2008 Supreme Court judgment in *Mendoza* ordered the cleanup. In October 2024 the Court ended its supervision. In August 2025 it rejected appeals and reaffirmed that close. Execution stays with ACUMAR.

The court stepping back changes who watches. The condition of the river is a separate fact. ACUMAR coordinates industrial control, public services, and other activities with an environmental effect in the basin. AySA operates the plants and the system in testing. ACUMAR is the statutory hero of the mandate. This offer does not bill the authority for carrying its own statute.

Residents can follow the works in testing and help name the line. That ladder is separate from the offer. The offer, with a buyer and a unit, comes next.

## riachuelo wastewater still meets a living river

Riachuelo wastewater is the sewage the system is being built to lift out of the Matanza-Riachuelo, through the collector and the outfall, into the estuary the intake towers also drink. In the 2023 figures, sewage treated across the whole concession was 1,720,152 m³/day. That is a concession total, not a meter on the Riachuelo alone. The basin's piece, the Riachuelo system, is still in testing.

Overflows the World Bank paper says testing already reduces are a pipe result. The banks and the intake shore are a second result. They need funding as living water, beside the concrete. Source protection on the shore the towers stand in, and restoration where overflows have hit the southern river, sit next to the collector.

## one partnership, named

The buyer is AySA. The exposure is the service the company already delivers. The solutions are two paths on the utilities page, named as they appear there: **source watershed investment** and **sewer overflow restoration**. The work they fund is the living condition of the intake shore and the Matanza-Riachuelo beside the works already being tested. The unit is one reportable partnership a year on the line `matanza riachuelo`. The unit is that partnership. It is not a dollar figure, and it is not a slice of the World Bank loan.

Source watershed investment follows the shore the towers drink: funding for that living water, recorded beside the treatment AySA already pays for. Sewer overflow restoration follows the southern river: recovery where overflows have been the injury, beside the pipes in testing. The collector keeps its job. The partnership keeps the living river.
