# when a place changes, money can be told to move

March on a coastal creek: the staff plate has stayed inside the band the reach already lives in, and it has held there for 30 days. A later survey shows more shade on the bank than last March. Nobody filed a claim. No adjuster visited. A program officer still asks the question that keeps restoration teams up at night — if the creek kept its baseline, or if the bank got better, whose money would move, and toward what work, while the banks are still green?

A reef, a creek, or a canopy already has a condition, whether or not a policy pays and whether or not an account exists. Parametric ensurance is a rule that could move money set aside for that living system when a reading shows that place held a baseline, or that the condition improved. The rule is not the reef, the creek, or the canopy.

## what condition triggered funding would mean

**Condition triggered funding** is the plain name for money that would move because a place's condition crossed a line — not because someone finished a damage report weeks later. Parametric insurance already uses that logic for storms: an index trips, a check leaves. On the [**ensurance**](/guide/insurance-terms-pointed-earlier?from=guide) side, the same kind of reading could tell money to move **into** work while the living system still functions — because a baseline held, or because a reading improved: cover that stayed, shade that thickened, a stage that stayed in its band. A check that arrives only after the bank has slumped, the heat has already taken the shade, or the channel has widened is the insurance clock, and it is often too late. A line a program could check is not a judgment. Neither ecological path pays from a gauge today.

The line can point two ways insurance does not pay for. The place kept a baseline, or the reading improved. Insurance pays when the thing is gone or has degraded, and that check is often too late for the season that could have held it. A rule that would fund the hold, or the improvement, is the ensurance direction. It is still designed, not live.

## two ways a rule could fire later

Capital partners and foundations already live with both patterns in other portfolios. Parametric ensurance would borrow the clarity without pretending the ecology is as simple as a wind speed at one buoy.

The threshold path is fast and auditable; the judgment path is flexible and documented. Both require someone to have named the living system, the reading, the line, and whose money would move before any rule fired. ## plain examples, same creek

This illustration follows one named reach of creek, not a ticker symbol.

**Threshold example.** The restoration lead and the funder agree on one of two lines, written before the season. A baseline: the staff plate at the old bridge stays inside the agreed summer band for 30 consecutive days. Or an improvement: a cover transect the crew already walks comes back higher than last year's survey. Either line would move a fixed amount from a set-aside pool into work already named for that reach — keeping a field crew on the bench that held, or planting where the cover thickened — while the banks are still green. Not bank grading after a flood, and not a check after a damage tally. The rule is the number plus the clock. A sensor does not write a price; it supplies a row something else could read later.

**Judgment example.** LiDAR shows more canopy after planting. Soil moisture under those trees has not caught up. Groundwater in the reach held its band. The mandate would name, before any money moved, the restoration lead who already walks the transects, together with a funder's science officer, to release part of the pool when two of three readings agree the reach held its baseline or improved — more cover, moisture coming back, stage still in band — even when the third reading has not caught up. If that release were live, it would fund the next season of care on that reach because the place kept what it had, or got better, not because a loss already happened. That is slower, more human, and still bounded by what was written upfront.

Both stories are illustrations. Neither ecological path runs today.

## what is not an ecological trigger

Do not confuse condition triggered funding with every automated money move in finance.

A **scheduled portfolio rebalance** — quarterly shifts between equities, bonds, and cash — is a different machine. It runs on a calendar and allocation targets, not on whether a creek held its stage or a reef held its cover. Irrelevant to whether Tuesday's reading should send field crews.

Likewise, a storm parametric policy that pays when wind speed crosses a knot threshold sends money **after** the index trips, often to a network that repairs damage the wind may or may not have caused on the reef below. That product is real in insurance markets. It is not the ensurance direction, which aims to fund the living condition across the year.

Speed is the product in insurance; the place can still be missed. Condition triggered funding, as proposed here, would aim the opposite way — money toward the place while the indicator still says there is something to protect.

## readings, claims, and honesty

You already produce readings — gauges, plots, transects, models labeled as models. A future rule would read the same row an account could show: device, unit, method, place. The public observation log that would refresh that row continuously is **not on**. No webhook from this series turns a program on when you email us. We do not run an oracle as the trigger. There is no trust score. The gauges a crew already reads stay theirs.

An **account**, glossed late on purpose, is what a named place would hold in its own name — the living system, the readings tied to it, and the rules that would move money for that place, not a generic wallet label.

## why foundations and capital sit at this table

**Foundations** often hold recovery pools that activate only on a board calendar or under a restricted purpose that already exists. A pre-agreed ecological line could make downstream restoration faster without turning every steward into a grant writer mid-flood.

**Capital providers** already price basis risk in parametric insurance — the index pays, the asset still hurts. Extending the idea toward condition while the asset works is a different underwriting question: what reading, what duration, what work, what cap. None of that promises yield; it promises clarity about when money **would** move if the rule existed.

## taking action

If you already watch a line on a creek, a reef, or a canopy, you have most of the ingredients. You still need a written rule and a pool that agrees to listen to the same row you do.

### who decides if two readings disagree?

Under a threshold path, nobody decides — the line either held or it did not. Under a judgment path, the mandate would name — before any money moved — the person who already takes the reading (for example the restoration lead on the transects), together with whoever else the mandate lists, such as a funder's science officer or a technical committee, to decide within rules set when readings disagree. The mandate is part of the design; it is not ad hoc philanthropy after the fact.
