marshes, swamps, and potholes are not the same wetland

herb, tree, or prairie pond — same rule: keep the water on the land

The national wetland map has no category called "swamp."

When the U.S. Fish & Wildlife Service built the federal wetland classification in 1979, the authors started with the familiar words — marsh, swamp, bog, fen, wet meadow — and then threw them out. After two national reviews, they concluded that the meaning of a word like swamp varied so widely across the country that a national inventory built on it would produce statistics that meant nothing. The National Wetlands Inventory has mapped components ever since: PEM for palustrine emergent, PSS for scrub-shrub, PFO for forested.

The old words survived anyway, because they carry something the three letters do not say on their face. The common name is a first guess at hydrology. The hydrogeomorphic classification (Brinson 1993 — riverine, depressional, slope, flats, fringe) is the one that files wetlands by where the water comes from and which way it moves. Cowardin's water-regime modifiers (letters A–H) already record hydroperiod on the full NWI code. The rows below braid the folk name with that plumbing.

what inland wetlands are

Inland wetlands are the freshwater wetlands of a continent's interior — marsh, swamp, wet meadow, prairie pothole, playa, peatland — where water sits on or near the surface long enough that the soil runs out of oxygen and only plants adapted to wet feet can live there. Away from the tide, fed by rain, snowmelt, rivers, or groundwater, and doing the same four jobs everywhere: storing water, slowing it, filtering it, and growing the living things that only wetness grows.

That is the definition worth keeping. A wetland is not leftover land between the field and the river. It is the part of the floodplain that still works.

Two boundaries on this post. A peatland is an inland wetland type — one where the dead plants never finish decomposing and stack up as carbon-dense soil — and it has its own cut: bogs, fens, and pocosins are not the same peatland. Coastal salt marsh and mangrove run on tidal saltwater rather than a basin's fresh water; different stock, different post, not this series.

herb, shrub, or tree is the easy half

Vegetation is the visible proxy for how deep the water gets and how long it stays. Herbaceous plants — cattail, bulrush, sedge — hold the ground where water stands through the growing season but not so deep or so long that trees drown. That is a marsh, and in the Inventory's crosswalk it maps to freshwater emergent wetland, the same bucket that holds fens, swales, and wet meadows. Woody plants take over where flooding is seasonal rather than constant: shrub swamp and forested swamp, PSS and PFO.

So a marsh and a swamp a mile apart on the same river are not disagreeing about whether they are wet. They are recording different hydroperiods — how deep, how long.

The wet meadow is the one most often mistaken for ordinary ground, because for most of the year it is just a slightly greener field. It runs on the water table, not on standing water, which makes it the type most easily lost to something happening a half mile away. Colorado's headwaters carry them along the Roaring Fork and its tributaries, and they are where the Ute ladies'-tresses orchid turns up when the hydrology is right — an indicator species that can stay underground for years. Beaver do the same work on a smaller budget: a dam raises the water table and spreads the wet across the valley floor.

the depressional ones are where people get it wrong

A prairie pothole and a playa look, to anyone driving past in August, like a field with a low spot in it. Both are closed basins — the lowest point of their own small watershed, with no stream in and no stream out. That is exactly what makes them easy to drain and easy to overlook.

They are not minor. The U.S. Fish & Wildlife Service puts the Prairie Pothole Region at about 10 percent of North America's waterfowl breeding habitat while producing nearly half the continent's ducks, which is why the agency has called it the duck factory for decades. On the southern plains, the Playa Lakes Joint Venture and the U.S. Geological Survey both find that playas are the primary route water takes into the Ogallala — contributing up to 95 percent of recharge, at rates 10 to 1,000 times higher than the ground around them. More than 80 percent of playas have already been altered by land conversion.

A prairie pothole is a wetland that happens to sit in grassland country. This post is about the pond: usually no stream in or out, many exchanging water with shallow groundwater, the snowmelt. Consolidation drainage — draining small basins into one — is the modern threat. The uplands around it are a separate stock with a separate post.

naming the type is the first move of any plan

Here is why a land steward or a watershed council should care about the vocabulary. The type tells you which water went missing, and that determines whose hands the fix runs through.

Get this wrong and the money goes to the wrong verb. Plugging a ditch inside a wet meadow does nothing if the well that dropped the water table is still pumping. Buying a playa does nothing if the sediment coming off the surrounding quarter-section fills the basin floor.

Get it right and the work is unglamorous and effective. On the East Fork Lewis River in Clark County, Washington, a reconnection project has been taking berms and levees out and regrading roughly 300 acres of floodplain across three river miles, filling the abandoned gravel pits that the 1995–96 floods captured when it broke through their levees. The first construction season filled four gravel pits, removed the Dyer Creek berm, and reconnected more than 27 acres of wetland and over a mile of spawning and rearing habitat; the project goal is about 300 acres and 1.5 miles. That is a surface-water fix on a surface-water wetland: the answer was to let the river back onto its own floor. Funded by Washington's Floodplains by Design program, the Salmon Recovery Funding Board, and NOAA — cousins, doing good work. What that kind of wetness is worth once it is back is its own post.

what you can actually hold

A finished project is a past-tense fact. A wet acre is a present-tense one, and it stays wet only as long as someone keeps paying attention to the water that feeds it.

That is the gap ensurance works in. An agent stands for a specific place or stock; a certificate is issued one-to-one against that agent and funds it directly; a coin funds the category rather than the parcel. The point of the instruments is that the people downstream of a wet basin — the utility, the insurer, the county, the fishery — can pay for the wet condition instead of paying for the failure.

Live doors today: inland-wetlands.ensurance for the stock, marble-wetlands-preserve.avlt for a named Colorado place, and coins including $pothole and $tresses. Volumes are small. We would rather say so than imply a market that is not there. The wider agent story is told in the ground between; the Okefenokee gets its own place post.

The marsh, the swamp, and the pothole exist whether or not anyone buys a certificate. Naming the type is how the money finds the right water.
