Plant a tree on a prairie and you have not conserved a grassland. You have started converting one.
That sentence irritates people who plant trees for a living, and it should — tree planting is real work, often well funded and carefully done. But grasslands conservation and tree planting are different trades with different objects. When the second one happens on native prairie, the grassland leaves the ledger as restored: the acre is booked as a gain in tree cover and stops being counted as grassland at all.
what grasslands conservation actually protects
Grasslands conservation is keeping living cover — perennial grasses, forbs, shrubs, and the soil that holds them — in place and in condition. Not "green." Not "vegetated." Not "sequestering." The specific structure: deep-rooted perennials, an open canopy, and a fire and grazing regime the system evolved under.
That definition earns its keep because it rules things out. An acre can stay green, stay legally undeveloped, stay carbon-positive on a spreadsheet, and stop being a grassland. The plow does it in a season. Trees do it slowly enough that nobody files an incident report.
Grasslands conservation is measured in cover held and condition over time — not in stems planted or tonnes booked.

Afforestation sits awkwardly on that table. It is not vandalism. In a deforested tropical catchment it can be one of the better things money does. But on native grassland, its effect on the cover belongs closer to the conversion row than the conservation row, and almost no reporting line says so.
You might be thinking: trees on rangeland are an edge case, a rounding error against cropland conversion. They are not.
the tree arrives three ways
- Planted — a restoration pledge, an offset project, a windbreak, a corporate volunteer day.
- Walked in — the fires that used to kill tree seedlings came from lightning and, for millennia, from people who set them on purpose. Suppress both and native trees like juniper and mesquite advance into grass on their own, with livestock and wildlife spreading seed as they graze.
- Left standing — an encroaching stand is cheaper to ignore than to cut.
The middle one is the largest and the least discussed. Across western US rangelands, tree cover grew roughly 50% between 1990 and 2019 — about 77,000 square kilometers of new canopy — and tree cover within grasslands grew 85%. Over those three decades the lost herbaceous production came to roughly 302 teragrams, which the authors valued at $4.1–5.6 billion of forage (Morford et al., 2022). Their own conclusion is the part worth sitting with: the magnitude of rangeland loss from tree encroachment is similar to conversion to cropland.
To be precise about what that dollar figure is: forage that was never grazed, priced at pasture lease rates. It is not what the prairie is worth. Cutting encroaching juniper back out is a separate trade on a much slower clock — the sagebrush post in this series handles that one.
the cooling argument, in one paragraph
There is a second reason dryland tree planting underdelivers, and it is physics rather than ecology. A forest is darker than the pale dry grass it replaces, so it reflects less sunlight back to space. Across the global drylands, Rohatyn et al. (2022) found that this albedo penalty consumes roughly 70% of afforestation's carbon benefit. do trees cool the planet? owns that argument — the latitude bands, the full numbers, and the siting maps that make it usable.
Now set the physics down, because the biome argument does not depend on the albedo argument. If the numbers had come out the other way — if every dryland planting cooled its own valley — a plantation on native prairie still would not be a grassland. Different plants, different roots, different fire regime, different birds, different water. Conservation is a claim about which living system stays, and no quantity of carbon or degrees settles that claim on the grassland's behalf.
a carbon credit is not a grassland
Grasslands bank most of their carbon underground, in roots and soil, where a fire cannot take it in an afternoon. Dass et al. (2018) modeled California through 2100 and found grassland the more reliable sink under every non-mitigation scenario they ran; the state's forests switched from sink to source by around mid-century, while grass held, because grass stores low and comes back.
That is a strong argument for grassland. It is still not a title to one. A credit is a receipt for a quantity, issued against a baseline, with a vintage and a term. The condition of the cover is a different object entirely. the cousins: tree programs and CRP
The people doing this work are not the problem, and saying so is accuracy rather than diplomacy.
Tree-planting programs. The systemic error was in the maps, not the shovels. Veldman and colleagues showed that the World Resources Institute and the International Union for Conservation of Nature had classified roughly 9 million square kilometers of ancient grassy biomes — grasslands, savannas, open-canopy woodlands — as "opportunities" for forest restoration. Funders working from that atlas were doing exactly what it told them. Better maps remove a real share of the conflict. They do not remove the part where the pledge itself is denominated in trees.
Grassland CRP. The USDA Farm Service Agency's Grassland Conservation Reserve Program is the closest large US instrument to what this post argues for. It pays rental and cost-share to keep grassland as grassland, grazing and haying continue, and it explicitly targets land carrying shrubs and forbs under the greatest threat of conversion. Nearly 10.3 million acres are enrolled. It works.
Its limit is structural, not moral: it is a term. Contracts run 10 or 15 years, and total CRP acreage presses against a 27-million-acre statutory cap. Across CRP as a whole in 2026 — General, Grassland, and Continuous signups combined — producers offered nearly 2.5 million acres and USDA could accept 2.2 million. Of roughly 1.5 million CRP acres set to expire on September 30, 2026, producers submitted re-enrollment offers on just over 982,000. Real program, real acres — and a cover whose future is renegotiated on a schedule, against a ceiling, every decade or so.
That is the gap this post is about. Not "conservation doesn't work." What you are holding when the term ends.
what you actually want to hold
For a corporation or an allocator, the useful question is not "are trees good." It is: what object is on the report at the end of this?

ensurance is built for the last two rows. Certificates issued under specific ensurance fund a named place or purpose directly, and what the certificate is built to fund and evidence is the state of the cover — perennial composition, bare ground, woody canopy, soil holding — rather than a tonne count that a different biome could also produce.
Honest about our own stage: grasslands.ensurance is a live door — a purpose agent, so a line rather than a policy — and the volumes on it are small. The instrument is early. The distinction is not, and the distinction is the part you can use on Monday with or without us — when a grassland line item lands on your desk, ask what happens to the cover, and ask what you hold in year twenty.
